Senate debates energy bill including Home Star

This week the Senate is debating a scaled-down energy bill in response to the BP oil spill in the Gulf. A part of that energy bill is the Home Star program, nicknamed Cash for Caulkers. This $5 billion bill includes home efficiency incentives and financing for green home improvements.

And while some contractors support the bill for it’s increased  opportunities for new business, others are concerned with how the bill’s requirements for proof of performance will effect compensation and building standards. After improvements are made, an energy audit is needed to show a 20 percent improvement in energy savings before the improvement it eligible for a $3,000 rebate.
